Arpspoof not working on some networks

2016-01-22 at 3:20 AM UTCWe I create a hot spot on my primary phone, connect my PC and one of my other phones to it, then run Arpspoof(aiming at my PC) and TCPdump(listening for my PC's IP) on the other phone, I get data from website I visit on my PC. When I try this on other big routers(that I own of course), I get nothing at all.
Are some routers resistant to arp poisoning? -
