Just make yourself enough of a nuisance and they will house you. If you have nowhere to stay go somewhere, like a government office to do with anything, and say you have no where to stay that night and you need help. Once the social services feel they are under pressure they will prioritise you.
On the other hand if you act as if you are prepared to lay down and die, they will allow you to lay down and die.
These people are pure scum, but they won't allow you to rock the boat. They will give you whatever you want if you will stop causing a fuss.

I remember seeing this barefoot man in London, sitting on the ground rocking back and forth rapidly while clutching a teddybear. He was obviously mentally ill and homeless and no one cared.
