No. That game is more along the lines of the Driver series. The earliest GTA-style sandbox game was Body Harvest. Back in the early 00s open world sandbox games like Grand theft auto were brand new, the concept would later be adapted by several clones such as True Crime, Mafia, The Getaway and The Simpsons: Hit and Run.
