   It was an accident due to negligence on the part of the transport officers. He should have been straped and buckled. But the real problem is the complete lack medical service for a paralyzed prisoner. He should have extracted and boarded by EMTs at the scene and taken straight to the ER.

   Pretty fucked up, I imagine a lot more damage was done to his spinal cord from the break by being shoved around and thrown up and down, when the neck breaks the column that allows for control over the rest of the body is extremely vulnerable to damage by the 25lb head being jostled (hence why the board is used for stabilization and a neck break)
   
   I imagine he will not walk again.
   
   What was he arrested for anyone? probably something petty if they won't mention it.

   I had a cop unbuckle me saying you won't be needing this and zigzagged through traffic over 95 mph just to thrash me against the doors and hard stopped so my head hit the back cage
