Making complaints through official channels has repercussions with Chinese relations. I don't think there have been any "official" complaints regarding china's treatment of Hong Kong protestors but that doesn't mean the videos of them being attacked and killed didn't happen.
It's large scale assimilated cultural/literal genocide, like heavy handed states are want to do with groups they find troublesome. Calling it that has to be balanced against how much other countries give a fuck which is usually very little.
Canada basically invented the model they're using with residential schools, had lots of people come to inspect them and nobody called them on it for over a hundred years
