As a loophole to bypass some rules that they feel strongly about. I think its amazing theyre engine annuity in this matter, now heres the details;
They arent supposed to be out doing stuff on the holy daY ( I believe this day is what yanks refer to as Sunday, I think they call it the shabat or the sabbath ). Examples of things they shouldnt be doing is working shopping or doing chores or pushing wheelchairs or using powertools or electricity, but they feel these rules only apply outside of their home.
SO what they come up with is if they put a wire around a place that they want to go and its their wire that basically they figure that place is now their home so its OK to do stuff there. So they put this up all over the place so they can do what they want.
When the wire breaks there phone goes off with an alert that says "THE jedi WIRE IS DOWN" and they all freak the fuck out and scramble because they are technically now in holy violation.

It's called an eruv (עירוב), and there's one in Manhattan also. We are not meant to carry things outside the home during sabbath, yes. The eruv makes everything within it our home. Say what you will about my people but we are crafty when it comes to the impositions our devotion to G-d demand of us.
