these guys in particular were caught with videos of themselves gangraping kids, old men and everything else that wasn't nailed down. even Germany wrote up war crimes accusations against them.
when their crimes were made public they holed up in their headquarters and mined the public roads around it so they couldn't be arrested.
the government negotiated with them and none have been prosecuted to this day, with many still serving with other VBs or even the Ukrainian Armed Forces

As for rape, if you have 100,000 men in an area, and a rape happens once a week, that's 50 rapes a year, or just about 0.0% rape rate.
And I'm 110% certain if this rape actually happened, and isn't just World War 2 holocaust style atrocity propaganda, the person who did it will face severe justice.

At the end of WW2 there was mass rape of German girls by the Red Army in Berlin, millions of them raped repeatedly resulting in thousands of suicides. They all did it because they could get away with it and I’m just not surprised when someone turns out to be a rapist. They’re pathetic.
