Drug users shouldn't be in Jail or Prison because they do the drug. they can have treatment centers where they're incarcerated until they can be released properly. but it's not Jail. its a nice room with a psychologist or Psychitrist aiding you back to a lesser addiction

That being said, Powder Cocaine should be acceptable in an establishment and it's the responsibility of the establishment to say "You had to much". just like a Bar. train them to say OK your behavior is too hyper or you're being belligerent
just like Alcohol. Alcohol causes a shitload of deaths from DUI but also Angry people who black out and start swinging and dont stop punching and end up killing someone or injuring them. this is a Massive problem around the world. In the USA, Canada, Russia.. you name it. Ireland, Scottland whatever the fuck. add a country. Somewhere in the Congo, Someone got drunk, blacked out and beat their kid or wife to death
