if anyone's interested, the best way to do it is to dissolve the strip in a few drops of distilled water (I used 2mg to 0.5ml but it's overkill, no need for that much water, it affects the consistency of the eliquid), make sure you have an even solution/suspension, then mix it into your 2-3ml of eliquid and stir/shake well. I was wary of doing this because I didn't think water would mix with PG/VG but it doesn't bubble or separate and (anecdotally) the dose seems consistent.
you can skip the water and just dissolve the strip in Propylene Glycol but it takes much longer, a matter of days. I don't think you can dissolve it straight into an e-liquid that's based on Vegetable Glycerin, but it might be possible if you're willing to let it sit for weeks at a time.
