That circuit board (also known as an integrated fan control) will run you in the $100 plus range or so on the internet. It will probably run you over $300 to call in an HVAC guy.
The fact that you have a 20x25x1 fil ter is a good thing on that small furnace. It would probably be OK with a 16x25x1 fil ter and the added size will give you a little better of a grace period between needed changes. -
