   You just have to get the right strain. Store bought poppy seeds are often from low opiate strains.

   You can get legit Papaver Somniferum on amazon. 1lbs for 10 bucks(?).
   
   I don't know if the ones on a bagle would still sprout but after being heated I doubt it.
