It's to keep it undesirable to t9urist so GlowSpooks can safehouse while using the medical system they can stick it to tax payer for treatment to fund the poor mentally sick drug addicts and experiment on them. Why do you think SF shut down the Civic Bart subway station? Things going on. You enter one building, you can tunnel to another or roof top to another getaway safehouse.
All right next to the older federal buildings

there is an ancient artesain spring under the old Army Armory building in the Mission street area that is a spring that (secretly has tunnels) tunnels throughout San Francisco which also since the 1800s was used as a method of sex trafficking, Shanghaiing and entering hidden Opium Dens in the old west and after 1906 during the Prohibition period for speak easy. and Tenderloin which first was a slaughterhouse region in the 1800s became built up and was the Party District during the roaring 20s and 30s after SF was rebuilt after the 1906. the original name Tenderloin stuck because it was the prime location hot-spot in the city until 1960s when drugs and beat gen gathered there. . thats how the place got ran down. most of my life it was like that however only in the last 20 something years has it become like Skid Row (or worse)
And yes, the film "Big Trouble in Little China" was loosely based off of old Urban Myths of the underground of San Francisco. Which existed way before Seattle had theirs. Unlike Seattle, San Francisco is both natural and man made tunneling done by mostly Chinese which also used them to move dead bodies in cheap caskets into the Bay. Funeral homes that couldn't find families of John and Jane Doe would have to spend money cremating or burying bodies in cheap caskets. they found it was easier to put them in bags with rocks and have Chinese take them into the tunnels as cheap labor. they would bring them to a boat existing a tunnel and throw them with rocks weighing them down into the San Francisco Bay.
The more you Know. Corruption is as Old as San Francisco, However the faces have changed.
