It's very different running a country Vs running an insurgency. They are becoming the de facto legitimate government of Afghanistan. A country necessarily exists in a global context. They will necessarily need trade, they will necessarily need diplomacy. With foreign influences.
The Taliban are not a monolith, all the same internal political stresses will still come into play as time goes by. And those stresses will push the relevant elements to turn outwards. -

Every political system is ultimately a republic of some sort. How the power is split up is the only difference. If the basis of your executive power boils down to the support of 244 tribal warlords then the degree of your executive power boils down to what fraction of those 244 warlords you have support from, and what can change their minds and shift that number.
Foreign influence is high on the list of things that can change their mind on any given issue. So are, ultimately, the demands of the people under them.
