Ban a person for a month..monthly draw

   Suggestion.
   
   An official NIS poll where we vote to ban a member for an agreed upon amount of time...a week, a month etc...every month 6 or 8 members are picked at random from the ACTIVE user base and voted on to be banned for the chosen period.
   
   ETA: using alts automatically doubles the ban time for each infringement.
