What even is a "Level Tbsp"

   some stuff is so loose that you can just pack it down which makes it level. Does that count as level or is it a fake level

   always thought it was kind of dumb because a tablespoon is an actual unit of volume
   
   that said they usually expect you to scrape the top off, not pack it down
