I know my laws.
In Texas for example it is ILLEGAL to simply possess a 2L round bottom flask, ephedrine pills, matches, iodine and solvents.
In my country there are no such laws associated with "drug precursors" even at an industrial level you can legally possess things that are highly illegal in the USA under DEA precursor restrictions. It's illegal simply to possess red phosphorus in some states.
But where I live the law is much different, we not only have the freedom to possess explosive precursors but also the right.
The way the law is structured in America, possessing a number of things immediately makes you a criminal doing something wrong. There are no laws in my country against possessing any certain chemicals, only importing them is not allowed.
This creates a legal grey area where it's perfectly legal for a criminal group to order 1000kg of a precursor of a precursor and just make the precursor themselves and then make drugs. It's a problem (we are one of the biggest producers of amphetamine type stimulants in the world) but that's a problem for police to figure out, they are catching onto it and even busted an operation that was brewing their own ephedrine in drums in a warehouse.
