HDR describes, as the name suggests, the range of brightness the display of capable of. It doesn’t make dark images brighter or anything, it means that bright elements and dark elements can appear on the screen at the same time without appearing washed out or losing detail. It’s not life changing but it does help the appearance of an image, especially in scenes that involve both light and dark elements (usually night scenes). Senua comes to mind as a game that was really helped by a monitor with good dynamic range, with a lot of torch lit scenes and changing lighting conditions.
