Yes but on some bills it imposes 60/40 voting. You can end a fillabuster anyway, its not like forever. Has like a 30h limit or some shit in the senate and then they just vote again. This gives them at most a week to delay. It really doesn't do much but slow government down most of the time. -

House Democrats passed the bill -- H.R. 51, the Washington, D.C. Admission Act -- last year in a historic vote that marked the first time either chamber of Congress had advanced a DC statehood measure. But it did not advance in the Senate, which was controlled by a Republican majority at the time.
Now Democrats are pushing again for its passage. The legislation is expected to pass in the House but still face an uphill fight in the Senate, where it is unlikely to get enough Republican support to clear a 60-vote threshold for passage.
