The only way to get a mom and little girl pair is through insidious and fundamentally evil ways.
You need to look for a specific personality type, or it won't work. What you want to do, is slowly but surely get her to the point that she voluntarily agrees that you can be more than just a surrogate dad for her daughter, if the daughter is young enough and you treat her in such a way that she feels loved and she gets to see her mom is ok with it and approves of it then you can start to gradually condition the little girl into performing the acts that you like. Start very lightly, slowly increase the intensity. If she ever expresses doubt, you made a mistake, but if she does you convince her that it's perfectly normal. She's going to be leaning towards thinking that anyway if you started young, but also tell her that people who don't do that don't really love their little girls, because they have evil in their heart. So much evil that should they ever find out they'll take her away from her mom and you.
When she gets to the point of puberty she's going to start to think a lot about the things she used to consider normal. And there may be three things that will happen, she will accept it and move on, she will have a devastating breakdown, or she'll try to fight it in someways. Now so far violence was not necessary but if you want to continue by this point, you will have to pull the weird family structure, the only one she knows, out from under her and confirm her worst fears, then make it even worse to keep her in line. This is where the violence kicks in, and this is when the real nightmare starts.
