Putin put a stop to it in the early 2000s by letting some of them operate so long as they fell in under the state heirarchy and threw the rest in jail. Most KGB assassinations were disguised as street robberies or car accidents.

Up until the Crimea sanctions Russia's primary exports were gas and petrol, but up until 2004 or so ALL of the profits went to the oligarchs and their offshore backers. It wasn't until Putin forced them into line that the state and people saw any benefit from those resources

The thing about this whole plan is even if Putin is somehow pushed out, he'll be replaced by someone far more anti-west, not some puppet like Navalny. The two most powerful political groups in the country are Putin's party and the old-world Communists who want to bring back the USSR. The primary complaint people have with Putin is that he's 'too soft' when it comes to the constant insults from the west, not the gay rights nonsense that makes the news.
Sure, it makes sense for the guys pulling the strings who stand to make a lot of money from a new arms buildup but the people who think Navalny is a serious player or that Russians in general want to be more like the US are getting played hard.

Russia is the big bad boogeyman, anything and everything is because of them, it's the cheapest scapegoat there is.
And Russia doesn't care about being called it because they're a nuclear country and therefore no country(even other nuclear powers) can touch them and they're already under the tightest sanctions.
