Not sure if you're familiar but i think The Gruqg who is an OPSEC Guru made basically the same argument a while ago in an article i read.

Thats right, the pedos provide the rest of the users the proof of security and the rest of the users provide the pedos with herd protection, a mutually beneficial alliance against our common enemy: the US government.
The reason these anonymous networks exist in the first place is because Murica wants to enable dissidents in foreign countries to undermine their governments and break their laws, which is why networks like freenet and TOR were marketed to foreigners in despotic regimes while citizens of western countries were kept in the dark about them.
but its a double edged sword because the dumb fucks in washington have to contend with the fact that their own tools of destabilization can be used by their own citizens to circumvent their laws. they cant have it both ways but they will try somehow.
