Have you lived (not just visited) anywhere else? Every country has its garbage. That people who never travel end up being a cultivated product of their government is not always their fault. For example, Russian women often put makeup before leaving the house, even if just to take out the trash. In America people go outside for the whole day wearing pajamas. But this is innocent behavior, even if it can be construed to be a lack of culture. You really think americans wanted a war with iraq? They would probably like it better if the military was used to put all the undesirables in the u.s. into death camps. Nah the real US (not foreigner and tourist containment zones such as socal) has a great culture.
To truly experience it though as an outsider you need to be friends with locals and dabble in their life.

Riding a bike through your hometown on a humid summers day.
