You say "oh nobody is that important. the government doesn't care about what you believe" but they actually do. They consider it a threat. The government spends trillions of dollars per annum on our defence budget and the fruits of this spending are hardly ever utilized. You don't think they could spare a few thousand grand a year to finance a gangstalker? Think about it.

So if they can't arrest you for any reason they will just harass you out of society instead, they want to make you a paranoid shut-in. Then they've essentially placed you on house arrest.

that's actually a pretty darn good way to sum it up. but that's only one form of gang stalking. the government or industrial version of course gets the most attention, but it can also just involve gangs or groups of shitheads that may or may not have access to government grade technology
