It is tradition to make a Cover when all the tracks are approved and layed in order. and it's usually something that you own the rights to the artwork done. I seriously doubt you paid to have these women take this photo for your own art cover and without any of the tracks existing. -

I usually make the cover first and use it as a template for inspiring how the songs will sound -

The cover and the album sound go hand in hand for me.
Music to me is about the atmosphere and the mental space it puts me in.
OK. I will buy that. I mean something should. but a Tradition with musicians (and this is well known) is that they use the album as a trailer and hire an artist to create for them.. waiting .. usually 3-5 are created by a painter or visualist and they chose from that.
it's not protocol but I've heard this from different artist in my younger years. I wish I had the skill set to be a producer. you need capital and now how to push product but those guys make the big bucks -
