gotta agree with michael myers, however, the best bet would be to plant the explosives where you know a lot of cops will gather and later activate them with a 2dollar wifi module or some such cause then you can be anywhere and do this
with a rifle you wont last long at all, but if you know their tactics you can plant explosives where you know their vehicles and SWAT snipers will be and thus lure them to their death.
if you can jam all drones and take out all helicopters beforehand, you may last longer

Learn from freedom fighter micah xavier johnson and his mistakes, he had the pigs cornered and was in a secure spot but then they sent a remote control robot with C4 on it and detonated, you will need a signal jammer to disable that.

well there was omce this young man named Justin Bourque who took out 3 (and wounded 2 others) one glorious afternoon. I cant give you advice but the contents of the inquiry into it were made public so you can surmise their behavior from what they put out. As history has shown, pigs tend to act very scattered, disorganized, dumb and fearful in these situations
