   Ok try this one on for size. You know how hobos all congregate at public libraries? What if there was an underground city beneath the public library, then hobos wouldn't have to be seen on the city streets. They would be put underground and would become their own society. And there would be no laws, pure anarchy, murder and rape would occur daily they would live like animals and become stronger so when the ones who survive resurface, they can be of use to society.
