Well first most of them are dead or zombiefied...the end of the world remember.
Second, many yacht/boat owners don't actually live by where the yacht is moored up...they pay a mooring fee to leave their boat at the port/bay in question...and live inland. Again...most are dead, even if those with boats headed to the port/bay...there would still be hundreds/thousands of 'abandoned' boats where the owners were dead/zombies.
Just as on land there would be hundreds/thousands of abandoned cars with full fuel tanks too. -

Even without zombies in the scenario...the situation re: most people being dead would result in lots of abandoned vehicles. -
