the intel originally came from local CIA HUMINT, meaning they tortured a bunch of afghans who told them that. they passed the info up the chain and were unable to verify it, it went to the NSA who were unable to find any SIGINT (intercepted communications) to back it up so they dismissed it as bad intel. -

They didn't even post the documents, just said there was a big volume of reports *somewhere* that proved *something* (no one knows what) and left it at that.
