What slice of power do democratically elected officials actually "win". 20%? 10%? Compared to what's held by the permanent civil service, the press, and universities.

Yup, Trump getting cockblocked at every turn even with Republican control of the house and senate attests to how little *real* power the President has.
That said, it's still an important figurehead and people will fight, kill and die for it. I don't want to back the 'civil war' meme because that's a much more complicated question but I do think that the election will further divide the country down left/right lines and ratchet up tensions. Balkanisation is a real possibility, and in turn starting a major war to prevent it is likely

A lot of countries managed to have very peaceful regime changes. Poland, for example.

Explicitly left- and right-wing militias are popping up all over the place, and arms and ammunition sales are up 300-500% depending on region. I don't think this is going to end peacefully.
