To what, having people inside the protests/riots? Probably just to gain intel on power structures and plans in this case. It's possible people are embedded in there to intentionally escalate but it's hard to say what's really going on given that it seems different federal and state agencies are actively working against each other.
Take that with a grain of salt because it's a hard-right site and Eric Striker is a bit of a mong, but that's the actual National Guardsman going on record to say that the FBI went after him hard and leaked his information to antifa-groups.
