Yeah it's likely 110 / 220. If it is, then a two-pole breaker should give you two 'hots' with ~220v between them. That's if you have a regular split-phase electrical service like people usually have at their house in most areas.
But if you're in a commercial/industrial area or have an old/uncommon service there could be something else going on.

If you don't know, op, don't fool with it. If you get between the two buss bars...chances are that your heart will stop and you will die.

110v will give you a tingling itch while 220v will give you a minor burning-stinging sensation.

does your house wiring comes in white and colored wires ?
do the wires have equal workload ?
if not you probably have systemic racism among your wires.
