The man may sit down rather than standing for greater stability while responding to the body’s need to do #1. However, once in the seated position and the body relaxes, #2 may occur as well. It is a natural urge, not a checklist for eliminating waste from the body. Do what you need to do.
The seated position reduces the risk of soiling one’s pants since they must be lowered to the ankles in order to sit. Any dribbling goes into the toilet rather than down the front of the pants.
From the standing position, the penis must be located and extended through underwear and pants, which takes time when time is at a premium, When sitting down, all clothing below the waist is removed together more efficiently and sinks to the floor by gravity. You may get more than you thought you would but it’s no problem when everything is already exposed - a safer approach to staying clean.
If there is a bidet available, complete lowering of below-the-waist clothing is a requirement to keep everything dry that is not supposed to get wet. Most people do not take a change of clothing into the toilet area, even when they are at home.
