Like I said the claims would make more sense if they were accusing Russia of sending them arms and supplies in order to increase their lethality and/or survivability, but bounties make no sense because it's already an active warzone. The locals are already targeting US forces; offering them money does not increase engagement or effectiveness, it's just a waste of money -

You're also ignoring the fact that said cash could be used to further their cause. Provide food water and shelter for a fighter's family. Arm them for the fight. Medical supplies for wounded. Any number of things. All while providing a result oriented investment for the party providing the funds simultaneously making it harder to trace compared to outright arming them.
