I think the official response here is that anyone needing to send that many PMs needs to put a little more effort into the content. This post is a good example of how little needs to be written for 20 seconds of typing. -

That's not how conversation works...if in verbal communication I ask a question and the receiver responds quickly and asks me a question...I don't stand there and wait 20 seconds before I answer...same in PMs
If you are having a realtime text conversation with someone do you wait 20 seconds before responses? -

Do you not understand how typing works? The example sentence is based on a 120 word per minute typing ability, or above the average skill of anyone here.
We're not talking about verbal conversation, we're talking about typing.
EDIT: To put it into perspective, 120 wpm is triple the average person, and double a "professional typist". TL/DR: Put more thought into your response -

send message 1 to person 2 "hi how are you" - flood control timer activated
wait...
person 1 reponds. you repond
you then try to send msg 1 to person 2 again...flood control timer activated
etc etc...one example of it getting in the way. 120wpm not required

So enter multiple recipients for the "hi how are you" since you feel obligated to use the private message system as your personal instant messaging service.
Or, here's an idea, use an actual instant messaging service like IRC chat. -
