Only in the cops' case, the bad apples are systematic evidence of a lack of training and certification.
And in the protesters' case, it's something that has historically happened with any kind of civil unrest. Natural disasters, protests, war, etc. Any time people can take advantage of chaos, they will. Doesn't matter where you are in the world.
Again, the people rioting aren't the same ones who are protesting. It's apples to oranges.
However the corrupt cops ARE the same ones who are supposed to be policing. They are attacking peaceful protesters and people who are not even protesting but hanging out on their porch, driving by, getting groceries, walking their dog, out for a jog, etc. Countless cases of the police brutalizing anybody in the area.
This is not even a political thing anymore. I don't know who the fuck you're voting for because literally everyone is running on police reform including Donald Trump. 91% of Americans think we need police reform. You other 9% must be smoking some strong shit.

In undoing those Obama era reforms, Trump also undid the work of the Republican party. -
