Most of you are either progressive or reactionary. If you're progressive you assume high crime is caused by socio-economic factors, institutionalized racism, other made up concepts etc. If you're a reactionary, you assume crime is caused by race.
How do either of you then explain this? Somalia is both much blacker and much poorer than the United States.

Kenyas rate is slightly lower, and they have roughly the same number of police per capita as the US.
Kenya is also blacker/poorer than the US.

maybe look at their military if you want a serious answer; as I understand it a lot of the young men that would otherwise be committing crimes get essentially drafted in (they enlist, but have virtually no other economic opportunities) to sell their service as mercs in the middle east.
UAE and KSA used them as frontline troops in Yemen for a while, but if I remember right the Somali government stopped accepting contracts because the sheikhs were just using them as cannon fodder and their KDR was getting embarrassing
