His lawyers are in the process of dividing up his estate and giving some to victims, however these victims have to sign NDA's that would implicate other parties as well. However a judge may have just made it easier to name names now

There will be certain persons on that list who will be exempt for diplomatic and security purposes i.e. heads of states.

Yeah, the Bill Gates question needs some answering. We really have no idea right now how deep it goes and to where. He was basically the guy everyone famous sought out for various reasons, even while knowing he was unsavory, so many likely took precautions, especially if they were doing something nefarious.
