Also he doesn't want to PvP me because I have drunkenly walked around with totems before so he knows it would be a real fight if we threw down. Most likely he would just fly away on elytra if I attacked him. I could chase and have an epic dogfight but if he got away it would be a bit of an issue.
He seems to target everyone except me because of this reason and I think he might know I'm insane enough to blow up the gunpowder factory if we get into active conflict. He probably has more gunpowder stored than me though so I would probably lose in that scenario
It's a bit of a stalemate
Consider relocating the gunpowder factory to a location he doesn't know about. Also there may be a way to lure him underground where a group of players could gang up on him and steal the elytra.
Imagine this scenario: The current gunpowder factory gets destroyed by a "mysterious griefer", yet because he semi trusts you scrawny, he agrees to come check out the "improved gunpowder factory" that you say you have built underground in another location. Once you lure him underground to a dead end, a group of other players who have been hiding behind false walls further up the passage spring out and all attack him. -

In that case, consider just booby trapping it and rebuilding it at another location. He told me today that he got a 2nd elytra, and I am assuming he probably stored this as a back up wherever his bed is, so it may be worth following him back to his base from this location before any attack occurs just to learn the location and destroy his back up plan. -

If you ban someone for just playing the game why even have a server. People are going to wreck shit eventually its kind of the point of the game.
It's probably pointless to even kill him if he has two elytra he can easily get back to where he is. Even blowing up his base is probably pointless. He likely has a few shulkers of elytra rockets and backup gear like me.
