No they aren't lmao. If that was the plan then nobody would be acting. We're trying to slow the spread of the virus until we can develop and administer a vaccine, which may be years from now. It will come in waves just like smallpox, yellow fever, cholera, scarlet fever, typhoid, spanish flu, polio, measles, etc.
The idea is to hunker down and let the waves pass. Not let everyone build up immunity. We are actively trying to stop exposure not encourage it. You don't build herd immunity by staying indoors -

no, incentive is a something that encourages people to do something for the sake of doing it, something that people are mostlikely to be reluctant to do.

It happens here but only when you owe to the state. Like Al Capone. Or people who haven't paid child support. Or if you keep not paying traffic tickets.
Its completely stupid because how can they pay you back when you lock them up for so long? Debt builds up and meanwhile the state still isnt getting paid.
Other debt just goes to civil court I believe. -

I go personally bankrupt. All my assets will be confiscated, government gets dibs, then the banks then any companies i owe money. However, when i have nothing left i can petition the government for a special relief program. You're only eligible for one every decade. The government will then decide what i am going to do. It will probably go like this.
1. Get welfare
2. Get a job
3. Pay a fixed amount of money back to all my debtors
4. Repeat for three years
5. Any left over debt will be forgiven.
6. Don't want to forgive my debt? Well that's too bad, the government will forbid you from not doing so as long as i follow the rules. -
