   In the US, yes that would make it a “short barreled rifle”. That is pretty much one of the only distinctions that make something a “rifle”, no consideration of caliber, action, etc. All they care about is if the gun “looks scary”, because that’s what gets votes

   If you’re talking about the one with the drill, he’s probably implying he’s about to modify the lower receiver of his gun to turn it into a fully automatic weapon. It’s fairly simple to do with a couple basic hand tools.
