They're Iraqis, control structure is fully enclosed in Iraq and above that, they report directly to the Iraqi military command.
They get called proxies because they're largely Shia and Iran armed and supplied them when they were fighting ISIS in like 2016 when nobody else would. As of last year they're an official part of the Iraqi military and are not supplied by or loyal to anyone else -

Pretty sure her family immigrated here. Tons of practice when you move somewhere.
I struggle hard to find people to speak to in chinese. Nobody wants to voice chat online and I don't know any Chinese people irl who would want to practice with me. The one Chinese person I am close to is one of those China girl adoptees who came here as a toddler and was raised by white people -
