You need substituted napthoyl indoles like 1 naphthoyl chloride which is not easy to make unless you have access to a lot of obscure hard to source reagents. That's why it's made in China because it's very easy to get precursors there in large amounts.
If anyone in North America is making synthetic cannabis they would likely have an account with a major supplier and get the chemicals through a university or something. I don't know any company willing to sell this kind of stuff to a small business or researcher.
You could possibly find someone in China willing to ship you some but they usually only like to sell things like that in bulk amounts. There isn't a lot of literature for making substituted indoles out there either, and nobody has spent the time trying to adapt those to a clandestine setting. I've seen a few synthesis calling for things like bromide compounds and strong reducing agents like NABH4
