I did, it was intentional. I don't think most of the banners go with the black/white color scheme so well and also a big motivator for the theme was to be able to post on the site at work without it looking like I'm posting on some shady ass place with some weird celtic background thing probably connected to white supremacy somehow.
I guess it wouldn't hurt to make banner display a user option independent of the theme. It's just there's kind of a lot of these little user option flags. They don't really hurt anything but the settings page is kinda getting cluttered with them at this point.
