From my experience though peppers are pretty resilient. I haven't had any die on me yet and I sometimes neglect them when I forget about them. I just have them sitting on a heating mat because it's a little cold for them in the winter, although that will probably not be needed as it warms up. Also this is a really good explanation and visual reference for topping:
As for the cacti, I basically just followed what they do in this video, except I replaced whatever mixture they're using with cactus soil I got from amazon.

For the peppers, yea it should be fine as long as it's not so cold that there's frost. My plants grow slower when it's colder but I moved my sweet pepper plant outside like a week ago to make room for my weed plants getting bigger and it's been rainy and kind of cold and it hasn't had any issues. I think warmth is more critical when the seeds are germinating, so maybe it would be better to do that in a warm place indoors. -
