Apparently state registries meant to transfer a vast amount of personal data to IBM for online storage and archival, but it was transferred unencrypted and was publicly accessible for a time. The data included personal licensing and registration details as well as personal information for public sector workers, registration of military vehicles and even data on people in witness protection (??).
i'm not surprised.
