This basically seems to be the problem with AOL as well. You just need dox on your target and you're set. You'd expect these government officials to be a little more clever than this with regards to sensitive info. -

They just get the agents to tell the customers, ".. well, if you have an issue or concern with security, you should probably get a commercial account.. would you like me to transfer you into our business class sales department?" Meanwhile, if someone calls in and knows your name and the exact amount and post date of your last payment, they can do almost anything in your account. -
