PEDs can be pretty significantly harmful, allowing them would turn sports into a contest of who is willing to shave the most years off their lifespan. Even if you're the best sportsman out there but the field is dirty, you will lose, so you have to engage in PEDs too. For example with Lance Armstrong, the top like 25 other dudes testing positive for roids in cycling too, and ALL of them cited the fact that everyone else was doing it so they felt compelled to too.
And that's actually the tragedy of doping: somewhere out there, the best cyclist of our era is sitting unrecognised. And that will continue to be the case if doping is allowed because then the best cyclist will be whoever is willing to push their system to the limit or even beyond it for a taste of glory. You still have to be a damn good cyclist of course, but PEDs are a big enough performance favtor that if two people are totally equal but one pushes themselves harder on PEDs, that dude is gonna win.
