He has been arrested for procedural crimes - ie. crimes committed during an investigation. Perjury trap (getting things wrong when under oath), witness tampering (talking to someone else about the case), etc. Apparently it's a common way of fucking people over for political reasons in the US.
He hasn't been arrested for any actual crimes outside the whole phony investigation. -
