dunno if it was clear but I only have around 20 or so lithium cells, the 8000 or so is the size rating (18650 is a common cell, the ones in disposable vapes are about half that size) -

it was fine when they were just offloading old Soviet weapons but now they're out and have the option of sending newer gear or keeping it for their own use.
they've realised 'refugees' fleeing the war are useless and costing the government a huge amount of money to keep housed and off the street
they wanted the cheap grain out of Ukraine but it's very poor quality and in some cases toxic, and the government is now facing disapproval from farmers who don't want grain prices driven down -
