They are basically always going to upcharge you for bundling a BD drive with the appropriate video output capabilities. Just buy them separately.

But if not then why would you care about BluRays? Whatever you want to spend on a BluRay player would be better spent getting a modern TV first.
And if you have a 4K TV then you shouldn't get an outdated 1080p BluRay player.
You should at least get one that supports all the current codecs and formats, and can push your TV's full resolution (the current standard resolution that will stay around for many years), and will likely be able to play new BDs for years to come without disk or output encryption lockout etc.
Or just research how to rip BDs and get a streaming box you can load and play the files through with Plex or whatever. There are some Pioneer BD drives that are great for ripping available for like $100-200. -

2024-03-13 at 4:24 PM UTC in I need to buy a blu-ray playerThe $35 Roku Express 4K+ streaming stick and $50 Roku Ultra LT are both pretty decent, support all the important codecs and formats have reasonable performance for 4K playback, some lite emulators etc.
You can put Plex on them and get full Atmos and DV output. -

Just get Plex on your media player and rip the BDs. Then e.g. you have a media box, just make them available to Plex over your network, or put them on a drive and plug it into the media box via USB. -

Then either pirate the HQ rips or rip them yourself if you want to have the collection. -

PS4 cannot play 4K Blu-rays. To do what you're suggesting the cheapest console with a 4K UHD bluray drive would be the Xbox One S but it still does not support Dolby Vision or Atmos. Even PS5 and Series X don't support DV. I do not think they output Atmos either.
Unfortunately there's no good shortcut to just buying a good modern BluRay player because BluRay is an evolving standard with unhelpful nominal continuity of that one brand name. There have been new BD standards quietly introduced all along the way that even make older BD players borderline useless, like the entire chain of encryption nonsense from the early days of BD. -
